Hand vise great for holding small pieces when wire brushing or grinding. I have a couple of them that get used a lot.

My wife had one of those put in her head in 1983 to pinch off a cerebral aneurism. They use plastic now.

I can see where it might be more stable than a small C clamp in some cases.

Just what you said it was--a hand vise. Lots of them out there from the days before vise-grips, in all sorts of styles. Got a few of my own and have given several away--there are times they do come in handy.
