Non producing well

Sure. We did it all the time in new oil wells and workovers. What did you want to know. Typically done after we drilled through the zone or multiple zones and then casing is run and cemented in at the bottom and up through all producing zones if more than one. Then a well logger comes in and runs one or more radiation logs to locate the oil producing zones. Then he runs explosive charges on his wire line down to the producing zones and shoots holes in the casing to allow the oil to come in. Sometimes done in the open hole in tight formations. It would be done in tight formations in a cased hole which then may be fracced to increase the permeability so more oil will flow. Might also shoot a deep water well.
 

If you are talking water well it has been discussed here many times, and once recently. A quick search here will give you lots of info. It works in some circumstances but not all.
