Unusual pliers

Hello everyone, can anyone recognise these pliers and what they were designed to be used for? They are not big enough for fencing use.

One possibility is that they are "lasting pliers"--used in pulling leather up over a shoe form (called a last) and it's then nailed in place with the little hammer head prepetory to being trimmed off below the nails later in the shoe-making process. There's all sorts of shapes and sizes of them for various types of shoes and places on the shoe, but most have this basic shape.
 
Tim V has it right. My dad had (for no reason) a cobblers set with 15 ools there were 4 pair of those, not alike. Jim
