They do have cameras that can be pushed thru sewer lines to do an internal inspection. It was done to my line a few years ago. Was kinda interesting to watch the screen as the camera traveled thru. This'll tell you where any issues in the line are.

If there is no legal document allowing his line thru your property, you don't have to support it, especially if a handshake agreement was had with the previous owners.

If he doesn't want to talk it over the fence, then I'd talk with a lawyer. Send him a registered letter that he has till a certain date to repair his line, and repair your property, else, you will take matters into your own hands and terminate his pipe at his property line. If he doesn't maintain his equipment on your property, and stated that it is your problem to solve, if he isn't paying you for the use of the pipe on your property, then you don't have to provide that service.
