I'm guessing that when the sewer was brought in, the owner at that time was coerced to allow the neighbor's line to cross his property. Sort of like a friend of mine, who was forced to pay for a pump station on his property even though it served his neighbors as well.

Tampering with that sewer line in any way would be a recipe for disaster. His neighbor may not respect the law, but you can be sure that neighbor will go straight to the sheriff if he messes with the line.
