It would be easier if all of the other extraneous pieces of iron were removed so you could see the item by itself.

Something a blacksmith would use?? I see a pair of tongs on the floor.

My guess is a clamp for holding bar stock to forge weld.

If the curved knife like component is matched from both sides, and if the bent handle might have been sraight at one time, it could be a bar stock cutter for red hot bar stock. My guess. Jim
