The ballast is just another thing to fail and add to the inefficiency. I get rid of them. A few years ago I bought 10 or so direct wire 4 ft. leds for the shop. Have been installing them little by little. One has failed right after I put it in, (need to take it back to Lowes and see if the warranty is good) All the others are doing good. Twice the light per bulb. I am only running one 18 or 19 watt bulb where there used to be two 40 watt. And they come on in the cold or damp no problem. Going to get more. Be aware that some of the two pin lamp holders are internally connected from one side to the other (shunted I think they call it) and if you need to hook the hot to one side and the neutral to the other you need to carefully take the holder apart and remove the connector link, or get new lamp holders. And be sure to label the fixture so you know not to put a wrong bulb in it years from now.
