Do they still work?

If so, try checking the voltage with a battery in circuit. I suspect they need some load, some reference to regulate to.

If they don't work, could be bad batteries. Might try a known good battery. Same reason, if the battery is open, discharged below a certain voltage, or it senses something is wrong, it won't try to charge.

Power tool batteries and chargers are different than your typical lead acid battery charger, they do their own thing, beyond my reasoning!
 
Sounds like you are checking no load voltage.Its harder to check under load as battery will be in your way. If you check under load voltage will be above 20vdc.
