frozen pipes

I have an older building where the supply lines go up alongside an outside wall and when we get zero temperatures the pipes freeze in the upstairs kitchens. What could I do in the basement where I can access the pipes to keep them warm enough to not freeze.
 
If you can cut the wall board where they run, they can be both insulated, and heated. See my other answer above. The Frostex material has a very long life. Jim
 
My Dad had a building where the water ran in the back and then ran to the front. The back was not heated at all. WE built a box with 1X8s about 30 ft. long, and ran the water pipes through it,lined it with fiber glass insulation with a heat tape, taped to the pipes.He never had a frozen pipe. We hung the box on the wall just below the ceiling on steel shelf brackets. WE left the outside so we could screw it on last.(you could use hinges)

Simply let the water trickle at the faucets in question during the cold snap.

NOT free, but nothing is.
