My first thought was that it was for demountable "clincher rims", but I talked myself out of it.

I am familiar with the type in the photo below, and actually have one, but have never seen one like the one in your photo.

Yes. Its for contracting a Model T split rim. Can also expand a split rim when tire is mounted. It is complete except for one bolt. If you are curious, you can google Burrill Tire Tool and find a picture with a better explanation. Cant add a picture or usable link. Must be copyrighted I guess.
