Zinsser or Kills oil base?

I need to paint concrete block basement that has diesel fuel stains from decades ago when someone termite treated place with diesel and chlordane.

I think I'll need to use an oil base paint to cover diesel stains.
Not looking forward to the headache oil base paints will produce in a confined basement.

I using polyurethane designed for hardwood. It suppose to have low smells. Windows open, fans blowing and can't work on wood trim very long before it's headache time.

Glad I have 4 windows in basement that will open.

Planning on removing windows and installing a large squirrel cage furnace blower.

May have to use two blowers.

Have you ever had to paint over diesel stains? If so what did you use?
 
The diesel stain is a spot of oil. The majority of the oil will need to be removed or you will have adhesion problems. You might use dish liquid and a power washer. If that doesn't cut it you might use oven cleaner. Once dry you might prime the spot with a shellac based primer before painting. The concrete wall in general would paint easier with latex paint. If you want better paint you might use an elastomeric masonry paint. The smell from it though would be worse than enamel. You may need to paint the wall is sections and allow the fumes to dissipate.
 
I have not had a lot of success with the water based stain blockers, and problems may not show up immediately. A couple other options are available. Zinnser B-I-N is a great sealer with good adhesion, and can be topcoated very quickly. It is also thinner, so you don't use as much product and goes on quicker. Downside is very strong odor. Smell quickly leaves when dry and completely gone when topcoated. Fumes from oil based products will last much longer. Another product is Kilz Oderless. It is a decent stainblocker but is oderless when dry, not during during application (although much lower than traditional oil based). It is also much more expensive and harder to find than Kilz original. I am not an expert, but have used all of these products. My choice would be to use the B-I-N. Get in, get it done, get out, and the job will be taken care of. Also B-I-N cleans up easily with household ammonia.

It's more of an oil stain. I'll brush it a little. Don't want to disturb the chloride in the oil.

Oil paint should bond to oil better than water paint.
 
Kilz original oil base will probably the most successful product on oil stained concrete. Kilz is alkyd oil and will adhere to concrete better then water based or even Bin which is alcohol based. But as other others have clean as much oil off as you can or it will cause more problems later with stain bleed through and peeling if you don't . If you are going to top coat Kilz original is the better choice than Bin. Bin leaves a slight sheen and should lightly sanded before top coating. Kilz is ready to be top coated with out additional prep.
