LOOKS TO BE A grinder of some type... as you hold the bottom and twist the top back and forth while pushing down...

so a wild asp guess.. a garlic press??

Does it look like a handle has broken off the pot? Other than that I think the pot should have a handle, it looks like the kind of pot you
would melt lead in to seal the joints in cast iron sewer pipe.
