Snapper Zturn clutch failure?

Mower is a Snapper S50X model 5900881, 48" , 20hp Kawasaki
Clutch does not engage. At the connector below the deck where the clutch pigtail attaches, I get 13.7 volts when Mower switch is ON, 0 when it's OFF.
Not sure my resistance reading is accurate, so I won't post it.
So it seems to me the clutch is "defective".

Is the clutch repairable piece by piece? - or is it a complete new clutch pack?

I'm not afraid to tackle this repair, but I'll listen to any/all advice.

X2 on the ground check. A better voltage check would be done when the engagement switch is turn on,

If you are sure that you don't have an electrical problem and it still is not working you might want to check the air gap on the clutch. Have seen several that would quit engaging due to wear and the gap had gotten out of spec. There are usually 3 or 4 adjustment nuts opposite the engine side for this purpose. Lee
 
Did you check the voltage with the clutch PLUGGED IN? A common troubleshooting mistake is to check voltage with the load disconnected. That clutch draws a lot of current, and just because you can get good open circuit voltage doesn't mean the clutch can get enough current to operate. See if you can backprobe the connector with the clutch plugged in.

Failure of the switch (or relay) is much more likely than a clutch failure. Every time you turn off the clutch there is arcing in the switch; eventually the switch resistance will rise to the point where the clutch won't work.
 
The two wire connector from the chassis to the clutch had a wire pulled out of the connector.
I "repaired" the wire to connector attachment.
Clutch measures 2.2 ohms (Youtube says 2-4 is acceptable range)

Clutch works - back to mowing.

I know a lot more about these clutches than I did three days ago.
Hope i remember some of it............
