What is this tool?

My order from eBay came today. In with what I bought is this thing which I did not order. There was nothing in the package indicating what this is or why it was sent. It is hollow and goes down to a point
on one end a little larger than the ball on a ball point pen. There is a cutout on the side as you can see. Do you know what this is?

I"m not saying you are wrong, but isn't the one end of a hole punch sharpened? This is not sharpened at all.

A whistle?
 
Go to ebay and pull up the other stuff the seller has listed there.
If they had more than one, there is likely a listing for more from the same seller.
 
Hi, DRussell and all:
It is not supposed to come to a point, it works like a cookie cutter, it cuts out a small circle cleanly. Use a block of wood for a base to cut against. I have a set of similar hole cutters I use for making gaskets. My set has punches up to 1/2 inch, IIRC. I have another type punch, with handles like pliers. I will let someone else explain that type, if they desire.

I don't think it's a leather punch.

Never seen a punch with the hollow all the way to the top.

Probably part for some specialty machine, the possibilities are endless.
 
At first i thought it was a gasket punch. But seeing the opening in the big end, I wonder if its a whistle.
 
I have many leather punches because I used to work a lot with leather. I have never had or seen one that has the big end open like that one. Continued hammering on that would damage it beyond use. All of mine have a solid big end for hammering on and are very sharp on the punch end.
 
I did that. They have over 8,000 items listed in their ebay store. I went through a few pages, but did not see it listed.
 
Are yours sharp on one end? This thing is not sharp at all. Can you post a picture of what you have?
