What might this tool be used for? Seems like grounding the plug wouldn t allow it to spark

A spark/ignition tester. Connect the clip to a good ground, connect the spark plug wire from the engine in the usual way.
turn on the ignition, crank the engine, and watch for spark in the end of the plug. It's usually used to test lawn mower ignition.
 
A plug just dangling off the wire will not spark. The plug needs to be grounded to engine, and that appears
to be a handy setup to check spark. Just clamp it to the engine with a plug wire hooked to it.
 
I got one of them with about a foot and a half of wire and the same kind of clamp, call it my scope on a rope.
 
Spark checker,I have one held together with a hose clamp and another factory made.
