I came to own this strange socket last weekend and would like to know its use. It is a 12pt socket.

What does the side of the socket say? I can make out 3/8 but not the rest. Definitely specialized, but I do not think it is homemade. I have no clue on its purpose though.
 
Just a guess, but I think you insert a long t-handle thru the round part. If it has a cross pin that could apply the force to turn or drive the socket. The slot on the side could be to insert some type of key to lock socket to the t-handle.

That way you could have different size sockets to use on a handle of what ever length necessary, and the locking key would keep the socket from falling off.

Or maybe not. Just my guess.

I don't, haha. I guess it's for when people wanted to work on the front of the engine without removing the radiator and grill. The radiator can be tilted forward to get the water pump and/or pulley but the radiator needed to be removed to get the crank pulley off (without this tool). Many "specialty" tools may not be necessary for completing repairs, but can definitely same time.
