Looks similar to a tool used to replace the seals/oring's in a 80's ford transmission line quick connector...

I have not repaired one in 20/25 years somewhere I have the kit to do it... That's my guess and my first thought when I seen your pix..

I have one just like it. It is used to remove the snap ring that holds the Bendix onto the armature of a Delco Remy starter.

It's on the order of a tool to remove the snap ring on a Delco starter armature holding the drive on, although it can be done faster with a little Snap On pliers, small screwdriver and two bigger pliers to pinch the pieces back together.

Yep I have only seen one in action at a starter repair shop I spec not many are in captivity most of us just fight the clip on/off... I would use a paint marker mark it so my Kids could get $25.00 for it when I meet my maker...
