What type of puller is this

So the other day I stopped at a yard sale and pick up 4 pullers. One if a bit odd to me. It is a piece of steel about a 1/4 inch thick and a circle about 3 inches in diameter. The center hole is tapped and it also has 2 other holes that are elongated but not tapped. It came with a number of different bolts. Not sure what a puller like this would be used for. Another one I got is a bit odd also. It has a center bolt like most and has a U shaped part where 2 bolts would fit to go into something to pull. But this one at least says something on it about air bags. But that is all it says on what is left of the pack it came in.
 
I own a couple steering wheel pullers and this is no where near built strong enough for that
 
The U shaped one might be used to compress spring for horn in GM cars. There was a large washer that had to be pushed down compressing spring so locknut could be installed. This was straddling steering shaft at center of steering wheel. I think I made one for 70 Chevelle. Memory a little fuzzy. Sold car in 82.
 
I suspect the one marked "air bag" is a spring compressor to get the snap ring off or on for the wheel lock ring.

The others, probably something to do with steering column repair since they were in the same group.
