Googled cushman truckster, and the one of similar vintage is considerably different- single front fork bar instead of two, etc.- so now, I'm thinking its something else.
 
That is a original Heald Hauler. Was available as a kit back in the 1960's - 1980's. Made in Benton Harbor, Michigan, by Carl Heald. No longer in business. Also made other vehicles too. Most parts are still available from one their former employees - Ron Kimbal at Power Tec.
 
All the Cushmans I've ever seen had a front splash
apron. Most also had a gearbox under the steering
wheel, not sure about the handlebar models as we
didn't have any of them where I worked. We started
getting them about the time they switched from
column shift to console shift.
 
Not even close to a Cushman. Cushmans used an 18 HP OMC twin and had a 3 on the tree transmission. The Heald's were always advertised in Popular Mechanics and other similar magazines.
