Were you looking for a windmill plan? This is a link to an old USDA plan using a 6V gennie. May be able to start with it. It's from 1935 so not a high tech deal by any means.

Ya a friend gave me one of those small wind mills and that got me to thinking there has to be a way to build a set up that a person could use the maintain batteries with out having to use power off the grid. I tried the solar type chargers but they do not hold up well to cold and the weather or at least the one I have didn't since it o longer works and it is not even 6 months old
 
Any controller from a reputable company is rated for operation at 40 F below zero and safe storage at 60 F below. Can't speak for the no-name junk that sells for $25 on Ebay.

I've got three places on solar and all the inverters and the controllers are in unheated areas that get down to 30 below F. Never had a problem with any of them that was caused by cold temps.

A 12 amp controller that's worth using it going to cost at least $40-$50. A decent 60 amp controller can easily cost $500-$600.

I bought a bunch of used 1 amp ASC controllers 5 years ago for $10 each and they've been in use for 5 years -outside in the Adirondacks. All still working fine. (www.specialtyconcepts.com)
 
The one I have is/was in fact a solar charger set up just for charging a battery that the boy got at O'Reilly's but it did not last long. But it did get dropped one time and that may have been it but still if that fragile it will not hold up to this area and the hazards it could fase
