Miniature vise, what is it?

I picked this up at a military surplus 'just because'. It was a true impulse purchase. What is it? Looks like a miniature leg vise. The ink pen beside it gives you an idea of the size.
I picked up two of them they're going to be 'wall art' until the right day comes along

That"s called a "hand vise".
I picked one up years ago but have never used it.
Used for fine work; sometimes even for jewelry making.
I think it would be considerd an antique.
 
If it's an antique I'd better take care of it. One idea I had was to weld an adjustable arm to it (them) to come up with some kind of a 'third hand' for brazing. They had a big box of them at the time I was there a couple of years ago. Jim
 
Yup--an old hand vise--I've got a couple similar ones and they're handy, but the vise-grip and similar locking pliers have pretty much taken over their niche.
