Briggs I/C 16.5hp RPM

I just put this engine on a zero turn yardman I picked up for basically nothing. I used the factory carb (which is supposed to be 17.5HP). The engines are the same block and internals except the pressurized oil system.

When I run the engine at WOT it is only running at 2400 RPM or so. This seems way slow to me but I know with government regulations they were limiting engine speed to change blade tip speed. Is this engine really supposed to run this slow?

It is of course a non adjustable carburetor (the Nikki) (save idle and idle mix) and it runs smoothly so I didn't think it was choking it out. I wanted to get some other opinions before I tore into it unnecessarily.

The engine on it is a 310707 type 0132
The stock engine is a 311700 type 0148
 
3300 RPM is recomended for both engines.
can be adjusted by increasing tension on gov spring. some times with adjusting screw, other times by bending a tab,
