Iam new to hit and miss engines, had a friend pass away last month he has a 3hp Witte with the trucks, its free and complete but not running. what would be a fair price? I'm helping the family price and sell his stuff. Thanks for the help!!!

Too many variables without a picture. If you are new to these engines are you sure it's complete? Is it complete with the correct parts? Is it a cart or the original cart? If the case is cracked from freezing, or it's tore up around the flywheel keyways or has hub repairs will bring the price down considerably.
With those unknowns I'll say 500-1500

A non-running, but complete throttle governed 3 HP Witte would normally bring 200-400 at auction around here, maybe 500 at a swap meet. a good set of trucks can add 150-200 to those prices.

Overall condition can add or subtract to those prices- a restored engine will bring more than a rusty hulk, but a rusty but well preserved engine with original paint, decals and pinstriping still visible will bring more than a painstakingly restored example in most cases.
