Help Wisconsin tjd

Have a tjd hard starting, almost run battery down before starting. Flood engine before starting. Have spark at plugs, not reel strong. New plugs, points look good, fresh gas. After starting, I can shut it off and it will start right back up, but if it sits over 10-15 minutes back to cranking for long time.
Please help, what am I missing? Also have cleaned carb.
Not familiar with magnetos.

Is the choke fully closing?

Choke was opening all the way, however I was not choking it long enough. Choked till it fired and started up all in a reasonable time frame. Runs good, transplanted into MF 1655, steers heard, but will run way faster than I want to drive it. Thanks for all the help.
