Massey Ferguson 35 - Hydraulic Arms Not working

So I purchased a house and a Massey Ferguson 35 (70s ish? I can not find a date or serial number) came with it. After a little work the, tractor runs. I was checking the fluids and the transmission / hydraulic fluid looked milky (I assumed it had gotten water in it?). I drained out the old fluid and replaced it with a universal Tractor Hydraulic oil. It took 6 gallons and the dip stick says its full. However now the tractor will move with no issues but the hydraulic arms for the 3 point hitch will not move. And I have an oil leak around the PTO. (I am assuming the PTO needs a new seal?) Any help would be greatly appreciated.

Massey-Harris & Massey-Ferguson

There are three drain points to remove the oil in question,as the Transmission / Hydraulics and Differential are a common sump.
Check the hydraulics to see if they will work when the PTO in operating,(Rotating)

Drain the OIL out and view the internal mechanism as per the picture.

Verify if the INLET strainer to the pump is clogged,or missing?
With the OIL drained,verify that the control on the HYDRAULIC OIL pump moves when you move the control lever on the right side of the Hydraulic Cover .

Verify that vertical control levers are on correct side of control valve at pump..

NEVER place your HAND inside the compartment when the engine is running !!!!!

If you pull the cover off where the dipstick goes in you can look in while running. Do not stick your hand in if you want to keep it in one piece. You should be able to activate the hydraulics and see where the oil is going. Could be the tube going up to the top cover as there are o rings on the top and bottom. I bought a mf65 and the hydraulics were bad on it. I drained the sumps and the first three gallons were water. The water had frozen at some point and busted the pump. I had to replace the pump with a new one, but what ever you find wrong with yours do yourself a favor and put new boots on the shifter levers and possibly a new seal on the top link shaft where it goes in the cover. Water is your enemy on these things.

Thank you all for the help. It turns out that when I was working on it I must have pulled the tube out of the hydraulic pump. Once I drained the fluid and started looking around the tube was attached at the top but hanging beside the pump on the bottom. Thanks again for the help.
