Honda atv battery

I have a 2004 Foreman s and having difficulty starting.
First time It started right up and ran ok. After a brief shut off it would not start. Relay clicks but thats it. Thought it might be the starter going bad but did a jumper wire test as per manual and it turns freely. Relay is working ok also. My question is what is the minimum voltage needed to start the atv? My manual says 13-13.2 volts is full charge and 12.8 volts is 75% charge. When put on the charger it gets it to 13.24 but after sitting over night it drops to 12.92 Battery is about a year old. I also did a parasitic drain test and found nothing. Thanks for any ideas.
 
Cant get any reading on my fluke. Dont know if its me or the meter.
Right now its starting every time. Battery still drops below 100% but it seems to be working. Cleaned the terminals and made sure all connections were tight.
The funny thing is the terminals and connections were all good to begin with. Happy its working but cant say why it wasnt.

Its working fine now. Still not sure what was causing
the problem. Alternator charging fine, relay and
starter are good, connections were tight and looked
clean, grounds good. I did polish up all the
connections so Im guessing that had to be it. Its
starts up fine now, wether its been sitting or during
heavy use.
 
Disconnected the starter and ran a jumper from
starter to battery. Starter functioned correctly. Went
through all the steps in the manual and everything
was ok.
