How remove stuck bolts on rear wheel in place since 1950

Hi,
Trying to replace rim of rear wheel on a Ford 8N, seems to be the original rim, so these bolts probably in place since 1950s. I already broke the head off a couple trying to loosen them, so I need to try something new. PB blaster and propane torch don't seem to have helped. Any ideas?
 
Heat hot, let cool, Kroil, have patience, beat bolt heads with a hammer, heat and cool again, Kroil, let set, beat and heat again. Day or two or three process and they'll come out.
 
I have always had good luck with a pneumatic hammer on things like that. The quick, hard, repeated hits with the proper hammer head can vibrate the corrosion loose.
