There are quite a few opinions on this. Most folks tend to agree that the armor-all type silicone products add some shine, but ultimately aren't that good for tires (especially older/dried tires) and don't last. Most people recommend and love the black tire 'paint' that Miller sells. It's more like a heavy stain than a paint - it gets absorbed into the rubber a little but also dries on top. It lasts quite a while (even on working tractors) and is easily re-coated without much work.

I've only ever seen it used once at a display booth at a tractor show in Pennsylvania. It looked great. The old, cracked tire they put it on looked realistically new: Nice and dark black with just a hint of shine. I've never used it myself unfortunately, because I haven't found any distributors here in Ontario and shipping paint across the border means a boat-load of expense and customs paperwork. The friendly folks at Miller quoted me cost for shipping some one time - it was going to be 3X the cost of the product just to get it across the border. Wasn't worth it to me.
 
Just wash them and when dry use some tire black spray. It's silicone so keep it off the paint. It's actually good for the tires.
