i have a john deere 50 1954 model.I have a 5ft brush on the back of it. tractor picks it like its not even there,but it goes down to the grond in seconds. Could it be the Power-trol valve?

Should be an adjustment on the PowerTrol. Consult your
owners manual or Google your symptoms

Your post is pretty vague, are you saying that you have a brush cutter on the three-point hitch and it drops rapidly when the tractor is shut down? Or what???

With the tractor running and the brush hog up as soon as the you bring the lever back to the middle position it goes down.

Dual acting cylinder? Good possibility that the cylinder is leaking by internally. Oil from the bottom of the
cylinder is leaking past the packing, in to the top.
