Case 1070 Power Steering Wont Work After Repairing Leaks

Looking for help on getting the power steering working again in my Case 1070. I used the tractor all summer to cut hay and then at the end of the season it started to leak really good at the power steering pump under the dash. Took it out replaced some rubber gaskets and reinstalled it. Now it needs lots of muscle to turn the wheels and they only turn a little bit then stop. I have ensured that all the air is bled out of lines, confirmed the pump is getting lots of oil and even confirmed the pump is pumping out oil. I have had the lines disconnected to ensure oil was coming and out where it should, made a big mess but didn't know how else to confirm otherwise. Looking for help determining where to investigate next. If you need pictures or videos of anything let me know.
 

Early or late type of steering, serial number would be helpful, two or 4 lines to steering unit attached to steering column?
 
Its a 4 line pump, tractor serial number is 8805998 and I uploaded exploded views of the pump, the left and right steering lines going to the actuator as well and the inlet and return lines.

Figured it out! , For anyone else having issues with these pumps go to this website and find the style of pump (mine was a HGA) https://www.midweststeering.com/parker-trw-ross-hga-hydraguide-model-identif/ There is step by step service manuals in there.
 
PVA welcome to YT! Glad you got it figured out. I was
going to ask if you had a manual available when you
assembled it, they are tricky. I did not know what
brand of unit Case used. I was going to recommend
trying Midwest PS, very helpful folks.
