F140 will not run smooth

Rebuilt carb, Rebuilt head, new h2O pump. Set intake and exhaust valves to .014. cannot adjust to run smooth. Any ideas?
 
Hello Alb welcome to YT! Does it lope, carb throttle
constantly moving? If you grab the linkage and hold it
still; if it still lopes you missed something in the carb. If
steadying the linkage makes it smooth there is a
problem in the governor. You may want to check for a
vacuum leak at the manifold gasket. Hold an unlit
propane torch up to it. If it smooths out or RPM
changes then you found a leak.
 
Did you check the points gap and condition? Also check for wear in the
distributor shaft bushings. Any side play will allow the point gap to
change causing strange problems. Check the ignition system in general, plugs, wires, cap and rotor, spark quality at the plug end of each wire.

In order to adjust the carb idle mixture, the engine must be idled down
to below 500 RPM, above that it will have no detectable effect. If it
still has no effect, the idle circuit may be clogged.

Have you checked the compression? Low compression will start out as idle
problems and progress to loss of power and general poor performance.
