Another 3-point issue

I've seen a lot of 3-point issues on the forums, but not quite like this. I have an old MF 40 Industrial with loader only, no backhoe. The 3-point hitch does not respond to the controls at all. What it does do is lifts on its own when the engine is running, then slowly lowers when the engine is off. Before I tear into it, I am curious if anyone has an idea where to start/cause?
 
You have 2 problems.

#1 the hyd cylinder is leaking a bit so it leaks down when not running.

#2 control valve is likely to be stuck so you have no control or the 3 point
 

I figured the control valve was the likely problem. I wanted a 2nd opinion before going into it. The tractor hadn't been taken very good care of. It came from a chicken house operation. It has no brakes, either. Makes things interesting. That's next weekends job.
 
As for no brakes it has brakes just not the type you want. Drop the bucket it will stop pretty fast
 
A shop manual would be a good start.

The controls terminate inside the round inspection cover on the right side.

But the controls hang down all the way from the bottom of the top cover.

If the problem can not be corrected through the round cover, the top will have to come off.

The top is HEAVY! The controls are fragile! The top needs to be carefully lifted with a hoist to avoid damage to the controls. Some bolts hold the cylinder to the bottom of the cover, those stay when lifting the cover.

There is a boot over the draft control clevis, it will need to be replaced while the cover is off.

Slow cylinder creep down is normal. Unless something has changed, the seal ring is iron, so it is not a perfect seal. The housing bore tends to gall with use though.

I have a service manual and a parts manual, but wasn't sure where to start. Didn't want to spend a couple days disassembling more than I needed to.
 
THe leak down is the way they were built(according to the MY service rep in 1976)The arms going up
when started,I saw a 165D do that,the roller on the linkage was gone,we found it in the sump. We
twisted a piece of baling wire around the linkage to hold the roller. That got it back in the field
till we got the new linkage parts.
