timing 6610 diesel

Need help with timing of my Ford 6610 diesel, 1982 model. Injector pump was pulled when head and block sent to machine shop for work. Reinstalled crank, cam and
injector by aligning marks with idler gear on reassembly. There is a mark on the injector pump and the injector pump gear that also were aligned as shown in the
picture included. After reassembly and bleeding lines up to injectors can not get engine to crank. Rotation of crank shows valves are working in proper firing
order with intake an exhaust beginning with number one cylinder on top dead center of compression stroke. On top dead center mark shown on injector and gear align
but it seems like injector is slightly off timing. The flywheel is graduated in 2 degree marks. At 10 degrees BTDC marks on injector pump are shown. When
removing injector pump during disassembly it appeared that the pump and pump gear had some spring loaded tension. It seems that the three cap screws shown in
picture can be used to make minor adjustments in pump rotation to gear but I do not have specs. Need help with flywheel marks and pump alignment. Timing cover of
pump is removed to show pump gear. Hope I do not have to remove front housing cover to check cam, crank and idler marks.
 
I'm guessing you have the Simms inline pump. later tractors used the CAV DPS rotary pump. The inline pump should be timed at 23 degrees BTDC on number one compression stroke using the front pump hub/cover mark seen through the slotted drive gear.
 
I just double checked the Ford timing with Simms/CAV inline pumps.
5000/7000, 19 degrees
6600/6700/7600/7700, 23 degrees
6610/7610, 27 degrees
7610/7710, 25 degrees

Still need help if you can. I sent you a reply Sunday evening but don't know if you received it? I got it running but I have looked and there is no 23 degree mark on flywheel.
