Ford 3000 governor tension

I have a 73 Ford 3000 gas burner. The governor is not
functioning properly. When the throttle is moved to either low
or high idle, it will not move the governor rod or throttle on the
carb. I removed the rod as outlined in the IT manual and it is
the correct length. If I hold tension on the governor rod at carb
it will move, but without tension nothing happens. Anyone
dealt with this or have a solution?

If the linkage is intact you may have a broken governor spring.

The spring acts to pull the throttle butterfly "open", centrifugal force acting on the governor weights counteracts this force and keeps the engine speed under control.

Typically, a broken or disconnected spring leads to "won't rev up, and other governor issues (failed thrust bearing, as an example) cause the engine to overspeed.
