1976 Case 970 agri-King reassembly problem

So my uncle run a tractor repair service for 30+ years, I have helped him split several hundred tractors and they go back together with no trouble, with exception of this Case tractor.

We can get literally 1 inch from this tractor being back together,
We are even using a spline allingment tool to make sure everythng is in place before moving it back together.

Now, there is a Clutch plate that goes up agianst the flywheel, Next is the disc with notches for each bolt that holds it in place followed by a scondary un notched disc that goes flat when the bolts are tightend and a spring approx 2 1/2 inches long that goes in the hole where the shaft that goes back to the PTO inserts into the engine of the tractor. Everything is allinged properly we get 1 inch from being together and no amount of manually spinning the fly wheel or the PTO does any good. We dont want to force it together with the bolts and break something. been trying for 3 days to no avail any input would be helpful. Please and thank you!
 


Have you measured out from the engine mating surface to the flywheel surface, and back from the bell housing mating surface to the clutch release bearing surface? There are special tools for most tractors to do this in order to tell where the release bearing will come, but with some finagling and perhaps an extra pair of hands you can take these measurements and perhaps others to see what is out of place with the halves apart.
 
We have measured and adjusted everything possible, We even have the special allignment shaft for the splines. We get the drive shaft alligned everytime
however the pto shaft will not stay alligned and i think it has something to do with the pto spring that just losely fits in the hole. Does it matter if
the PTO is engaged or disengaged? could it being engaged on the back side of the tractor not allow it enough room to go back together?
