Hydraulic Tank Gasket replacement

I have a small PTO operated Hydraulic system on a Tractor that was taken from a Massey Ferguson, its got a side mounted tank that Ive recently removed to replace the filler/Breather cap assembly, I had to make a new gasket that has leaked, I used a bulk gasket material and sprayed it with HI Tack Permatex, not sure if it is broken but it leaks, suggestions for better material to make this from, I have no part numbers on the tank for taking to a shop, I made the gasket easily, drilled holes, and sprayed, but it leaks no matter how tight I get the bolts, Needs suggestions for better gasket,
 
What is the tank made of?

If the tank/cover are sheet metal, the holes are probably pulled up from tightening the bolts.

The holes will need to be flattened back down with a hammer, maybe even take them slightly lower than the sealing surface.

If the tank is cast or machined, don't try flattening the holes! Scrape it clean, check it for flat. It doesn't need to be perfect, just clean.

My choice for gasket material would be thick cork. Snug the bolts in an even pattern, go over the bolts several times, don't over tighten.
 
silicone high heat rtv sealer, with or with out , your gasket material. some are made for that environment. thin film coats your cracks if any, clean surface good.
