I strapped my tank to a concrete mixer and put in about a half pound of 7/16" nuts. I used a power wash cleaner first, then a dawn dish soap solution, then straight water. It ran about six hours total - I checked on it every half hour or so. It was clean enough to flame solder some leaks when I got done.
 
I've heard of putting a chain in them then strapping them to a tractor wheel and driving. From what I hear,you don't want to use a chain if it has a baffle in it though.
 
There are many ways, but consider your time and frustration to be worth something.

Unless this is something rare and unavailable, consider buying a new tank and being done with it.

Good chance once the rust is removed, it will begin flaking and probably leaking soon.

My personal experience, your results may vary.
 
Had 2 tanks to clean. A 13 gal Ford 3400 and 48 gal Case 930 with 2 baffles. Could not find replacement for the Ford. Had it professionally cleaned and lined for $175, if I remember correctly. The Case he wanted $450. I cut back out of tank and used electrolysis in a 150 gal rubber stock tank. Had to do half of tank at a time but a week on each half worked well.
