"Book time" is really only relevant in the era something was made and is popular and at a shop that commonly works on that exact machine, has any relevant tools at hand and is commonly does the job at hand.

The last "970" was made over 40 years ago, and the number of shops around the country that would be proficient enough to match "book time" doing the job today has to be pretty low, but, I'm sure not non-existent.

That being said, I have a stack of I&T flat rate manuals and will try to remember to look for one covering your tractor, and post back with the details, if I find it.

Holy crap? 14k? Go buy 7 more of them and run them all until they drop. My son owns an engine machine shop and builds some pretty high horsepower race car engines for less than that. I thought the guy who owned the shop where my son used to work was pushing it when he charged a guy 2k to do a complete rebuild on an Allis Chalmers WD engine.

I suspect $14,000 is a polite way for them to say they are not familiar with those engines and they don't want to invest in all the new manuals, new tools and new training needed for them to work on it unless they know they won't get burned on the deal. See if they will recommend someone else who can work on it, that might be where they would sub-contract those type of jobs to.

Don't know where you guys are but that sounds about right here in Canada. There is a good chance the block is pitted at the bottom of the bores where the sleeve o rings sits and needs to be bored and repair sleeves pressed in. By the time you do that rebush and resize both ends of the rods do the heads ,cam bushings check the deck possibly line bore ,polish or grind the crank and more that I am forgetting. If you don't do everything you are wasting your time and a good shop will not do a half assed job.
