1944 2N, had to put on a new governor....don't ask...
I now have a somewhat gradual progression of RPMs but it seems to be idling a tad bit high, what is the proper way to adjust everything so the governor kicks in at the correct time?
It is a three-arm governor with one adjustment a stop bolt.
I attached a pic of the new governor.

It is not a matter of the gov "kicking in". It is always "in" control of the carb butterfly. There is no direct link from throttle to carb. Throttle to gov link. To adjust idle, use the idle speed adjustment screw at the carb butterfly shaft/linkage.

And the bolt on the governor arm is just to keep the engine from over revving?

es, that bolt adj sets max rpm.
