1080 Massy lift arms

My 1080 Massy lift arms on start up come all the way up. I
have manipulated both control and draft arms in all positions
with no luck. I have the right side plate off I can move the
linkage arm back and forth there is no tension on the linkage
in any position with the tractor running. I do have go flow
through the standpipe. What gives?
 
Sounds like the inlet spool control valve is stuck. There's an oscillator that constantly rotates the valve slightly to help prevent sticking. If the oscillator drive fails, it WILL stick. If that's the problem the lift cover has to come off, and a rear trans-diff case joint split is needed before the three point pump can be removed out the diff case front.
