Farmall 656 pto always on

Picked up a Farmall 656, everything seems to work (enough to use anyway) except the pto shaft is always on. Control seems to have no effect in disengaging it. Pulled the assembly and can see no physical damage. Anyone have any ideas as to what to look for or how to fix? Thanks in advance!
 
One or two things are going on here (1) your clutch pac has welded it's self together Or (2) the brakes are shot . and or Both .

What would be the best way to test? or should I just tear the whole thing down? I can see the clutch pack easily, but not sure about the break mechanism.
 
It's not too expensive a rebuild, and not a hard removal job, but the brake pads engage when pressure is released from the clutch pack. Probably best to point the nose of the tractor downhill, and pull the pto unit and get it rebuilt. Pointing the nose of the tractor down hill makes the transmission oil go forward so there isn't a big oill leak when you pull the pack out the rear.

Thanks for the help from all of you! I pulled the unit and after some thought ...and an honest assessment of my repair knowledge, decided to take it in to a pro to have rebuilt...the hydro was disgusting looking so changing that too, previous owner wasn't much for maintenance so fresh hydro is something this tractor sorely needs! Thank you all again!
