Grab your propane torch and make 'er hot. Squirt the Kroil on it as it cools down. Let it set until it is cool enough to handle. A second application may be necessary.

Those old, cast iron carburetors can take a LOT of heat without doing any damage. I've had the Farmall carburetors glowing red hot and once they've cooled down, you'd never know it.
 
Have you tried using candle wax?...I've heated several parts and let the wax melt and run into it and it worked good for me.I guess because it doesnt burn off and when it cools its still lubricated.
 
assuming you are replacing hte shaft after this anyway.. but use some naval jelly around the inside and outside to disolve any rust.. then, after that, go ahead and put the carb into yer dip pail and let it set a couple hours.. should free it up good..
