Frost plug block heater removal problem

I'm having trouble getting a bad frost plug heater out of the block of my Perkins D 4-239 engine. I can't get the retaining arms narrow enough to come out the hole. Any tricks or ideas? Thanks PK.
 
Finally got it. I had to drill a series of six holes around the outer edge angled toward the back center of the unit. This cut the heater element and the center retaining screw. I just had to fish the pieces out and was good to go. What a pain! PK
