Farmall 130 engine racing

My 130 Farmall will not idle. It only runs wide open. Do I first need to check the carburetor or the governor and how?

I can't tell you how, but you might want to also check for an intake gasket leak, or leak at the intake / carb.

I got it figured out. The throttle / governor works by a butterfly valve on top of the carburetor. It has two screws that hold it in place. One screw was gone and the other was loose. The valve had gotten off center and therefor was not closing allowing it to get full fuel air mixture at all times. Thanks for the reply anyway.
