Picking a turbo

I currently pull with a Deutz 6006 with a turbo off of Perkins motor that is similar cubic inch. I had to install a waste gate to keep the boost below 15 psi or the motor would pop under load. The inlet side of the turbo is about the size of a nickel, I know I'm flaoting the valves. The exhaust outlet is to small for the boost I'm making, can build up to 40 psi while pulling, ( makes popping noise).I've had some people say a larger turbo would work better, that I should only be building 20 psi, but with a larger turbo it's more CFM's then the one I have. Suggestions?
 
Maybe pull the head to have it fire ringed and install
heavier valve springs . Most turbo diesels have different
pistons than n/a engines , making the turbo engines less
compression.
