posted wrong place earlier. If you could put hitch anywhere you wanted is there a thing as to close to axle.
 


Probably 85% of pullers and wannaBs will tell you that it ALWAYS goes as far in as possible. And 95% of the time they are correct. However there are times when conditions make you want to be able to slide it out some.
 
Most places go by NATPA rules which states no closer than 18 from center of axle.

The reason for the 18 inch back from the center of the axle rule is safety. That is generally enough length to keep the tractor from flipping over backwards. This is also why the hitch must be solid and not able to move in the up direction. The places that are serious about safety will also require no attachment points above the centerline of the axle.
