Speed control rod adjustment?

The only adjustment that matters is, when throttle is forward all the way rod from gov to carb just fits with carb wide open. Or maybe a hair long. But your linkage should be adjusted so throttle lever pushes carb to idle. Then you set throttle stop to desired rpm. If you want it to run really fast might take 2 flat springs.

Short linkage from lower throttle lever arm on pedestal to governor spring. Throttled lever pulled all the way back and spring on governor arm all the way forward, adjust linkage length so it fits easily into the holes without moving the throttle lever ahead or pulling back on governor arm.

Long linkage adjustment from governor lever to carburetor throttle arm. Long linkage inserted into governor lever, push throttle lever all the way forward, hold carburetor throttle arm wide open, linkage length should by 1/2 hole short of being able to insert into carburetor arm. "Spring/pull" governor arm ahead by hand and insert linkage into carburetor throttle arm hole. Long linkage should have a slight spring preload.

For more than standard max RPM the governor spring will need to be stiffened.
