Oliver 77 throttle response

I have a Oliver 77 that the throttle is either idle then two
notches on throttle and its wide open.

When you stand on the ground beside it does the governor pull trying to slow it down. When throttle handle wide open, does gov rod just fit into carb. Not to long. Have you messed with gov weights. Or put quite a bit of a stronger spring on gov. Or just take the governor out of the equation. And run a electronic rev limiter. If you are having a hard time launching.

Sounds like the governor is worn out or broke, better take it off and see what's going on. Had that happen to my 77 a few years ago at our plow day.
