JD governor lazy

Been through this governor repeatedly. New bearings, repaired holes in weights, weight radius' smoothed, No binding, different linkage adjustments, shafts, bushing, weights(never anything other than stock). If I unhook the carb linkage and operate by hand the governor seems to operate as it should from idle to full throttle, doesn't feel like it has a dead spot. with linkage hooked up mid throttle and lower seems to be near immediate response. But when rpm's are set to 10% over I consistently loose 200+ rpm before it reacts. If I leave my throttle stops adjusted way out so I control the throttle it hold s rpm's great, so not under powered. Does the effectiveness of the weights change as they travel through their arc and I'm just in the dead zone of it? Not trying to reinvent the wheel here. There are plenty out there that sound like they don't drop a bit. I have done the same work in my other Deere's with no issues like this. Any fresh ideas or tricks? Thanks in advance.
 
With the throttle lever wide open and the arm on the carb in the fast position, the throttle rod should be 1/2 hole short of falling in.
 
I have weighed my weights and ground off 10%, then 20%. At 20% I gained about 20% more rpm and the gov would hunt with no load. Stock spring. Get some old weights and mess with them. Also try a old weak spring.Then maybe shorten a spring. Maybe have to pull it farther for same rpm. Also a lighter flywheel helps throttle response. But a hunting gov. Is not fun to drive. Just sounds cool. If they aren't checking rpm I'd leave it alone. Hope this helps.
 
Is the long flat governor spring reinforced for stiffness? Some use two or three springs for added stiffness. I made a 4" long x 1/8" thick reinforcing stiffener, like a long washer, on the governor end of the flat spring. The single flat spring will not work very well for pulling, just bends back like a horseshoe and the rpms stay at about stock levels no matter where the throttle stop is set.

If the governor weights or carburetor transfer ports from idle, intermediate, to hi speed are messed with too much, the motor never runs smoothly off idle until wide open, it hunts on the governor.
 

If too short ( one turn), Governor "Hunting" will occur (but the Governors are Sharp as heck..

Find that spot between, for the response you like...Mine are close enough that they are on the "Edge" of Hunting...
