14-38 rim offset

Hi, I'm looking for advice on the best offset for 14-38 wheels used on a dead weight pulling tractor.I'm Moving the centers on a pair of dual wheels now, would having the mounting surface on wheel centerline be best?
 

There is a fellow here in NH who was very technical and very tough to beat, especially on the stone boat. You could do your best then give him your tractor and ten minutes and he could come back and put 10 feet on you. He would set his tires way out with the intent of being outside of the soft dirt that others churned up.

The fellow I mentioned would transport it with the rears reversed then jack it up and swap them on arrival.
